Bush: India and the United States can Change the World
布希稱美與印能改變世界面貌
　　President Bush says India and the United States have never been closer than they are now. In a television address to the Indian people from a historic fort known as "Purana Qila" in New Delhi, Mr. Bush said rivalries of the Cold War kept the two democracies separate for decades. But now, he said, the two together can transform the world.
布希總統說，美國和印度的關係從未像現在這樣密切。布希總統在新德里普拉那奇拉古堡向印度人民發表電視講話說，冷戰期間的對立使這兩個民主國家隔離了幾十年。但是他說，現在這兩個團結一致的國家能改變世界面貌。

　　He said India has the responsibility of opening up to more foreign investment and lowering tariffs for U.S. agricultural and other products. On terrorism, he said India and the United States are allies in fighting terrorism.
布希說，印度有責任進一步對外資開放，並對美國農產品等產品減少關稅。在談到恐怖主義時他說，印度和美國在反恐戰線上是合作夥伴。

　　He said both countries love freedom and together they will fight against terrorism. He said the two global leaders will try to change the conditions that give rise to terrorists.
他說，兩個國家都熱愛自由，兩國將攜手並肩打擊恐怖主義。他說，兩個世界大國領導人將努力去除滋生恐怖主義的溫床。

Korean Military Talks End Without Agreement
南北韓軍事會談未能達成協議
　　Military talks between North and South Korea have ended without agreement on the demarcation of sea borders.
南北韓軍事會談今天結束，雙方沒有就海域劃分達成協議。

　　Officials say the second day of high-level talks bogged down today (Friday) over North Korea's demand for the drawing of a new border in the Yellow Sea.
官員說，這次在高層次談判的第二天，北韓方面提出要在黃海海域重新劃界，因而會談無法取得進展。

　　North Korea does not recognize the border established by the United Nations at the end of the Korean War in 1953.
北韓不承認聯合國在韓戰1953年停戰時確定的邊界。

　　Navies from both sides were involved in deadly clashes in the area in 1999 and 2002. South Korea has proposed establishing a joint fishing zone to prevent conflict in the disputed waters.
兩國海軍曾經在1999年和2002年在黃海海域發生嚴重衝突。韓國曾經建議設立一個聯合捕魚區域，以免在有爭議的海域發生衝突。

　　The two sides met in the border village of Panmunjom in the Demilitarized Zone. The talks were the highest-level military discussions between the nations in two years. No date has been set for further negotiations.
